PROGRAM MANAGER
An efficient, thorough, customer-oriented Analyst with experience in managing multiple projects within the nonprofit, association and government arenas. With strong analytical and consensus-building abilities, expertise in interpersonal relations, and a strong work ethic, selected accomplishments include:
Organizational Development, Program Analysis, and EEO Compliance
o Lead analyst of an in-depth management study within a 1700 member organization, created and used a variety of management analysis tools and fact-finding techniques such as one-on-one interviews, timekeeping studies, and task analysis to identify and document the processes and products of the organization.
o Determined and documented program and process effectiveness and created staffing, functional statements, position descriptions, vacancy announcements, rating criteria, newspaper advertisements, and standard operating procedures for new organizational structures tailored to management goals and objectives.
o One year on EEO Advisory Council and one year directing a team of 60 employees in 27 buildings across the DC Metro Area.
o Increased local scholarship fund applications by approximately 300%, opened scholarship awards to local nonmembers, successfully lobbied to double the number and increase the dollar amount of scholarships awarded.
Budget Administration and Implementation
o Recommended to Board of Directors $500,000 in annual budget disbursements after program evaluation and funding reviews of county agencies.
o Managed $6.5 million budget, 784 homes, 18-hole golf course, and 65 employees as Director and Corporate Secretary, on a 5-person Board for a community association. We developed policy, created annual and reserve budgets, and developed short and long range plans.
o Managed a budget of $1.5 million and developed five-year budget and training projections for each program area, ranked by need and chronology for a Division of 75 employees.
o Created and executed a $2.5 million budget used for day-to-day activities including travel, training, payroll, supplies, equipment, and contracts for 8 branches and 4 dining facilities of the U.S. Military Academy. Served as contract liaison to product end users.
Public Writing and Speaking
o Oversaw all aspects of a 200-page, globally distributed, print and CD-ROM technical manual which outlined the submission of new drug applications in electronic format to the Food and Drug Administration. Coordinated, compiled and negotiated with more than 100 professionals from the Center for Drug Evaluation, the Pharmaceutical Research and Manufacturers Association and its representatives, and the members of the Canadian Health Protection Branch. Received Commissioner’s Special Citation and cash award.
o Delivered public addresses to groups of more than 500 and prepared a variety of speeches, articles, briefings, reports, presentations, and background material, for international delivery by others.
Child Advocacy and Juvenile Probation
o Developed conflict resolution skills working with ethnically and racially diverse adult and child populations.
o Interviewed offenders and families to determine social progress, individual problems, needs, interests, and attitudes.
o Evaluated social and educational progress through consultations with school officials.
o Identified needs and problems by conferring with offenders and families.
